Where both may be needed

A manufacturer might use product attachments for public data sheets and a customer library for account-specific calibration certificates. Combining two products can be reasonable when the ownership rules are genuinely different. Avoid publishing the same file in two places unless one system remains the clear source and updates both consistently.
